Preheat oven to 350o.
Whisk together the flour, baking soda, baking powder, ginger, and salt in a bowl and set aside.
In a separate bowl, mix the sugar and orange zest by rubbing the sugar and zest between your fingers. Make sure zest is completely covered with sugar.
In a mixing bowl, beat butter until creamy.
Add sugar and orange zest to butter and beat.
Add honey to mixing bowl and beat.
Add egg to mixing bowl and beat.
Gradually add flour mixture and beat until just incorporated.
Cover dough and chill for 30 min to 1 hour.
Shape dough into 1" balls and roll in sugar. Place dough balls 2 inches apart on a parchment lined baking sheet. Bake on middle oven rack for 8-10 minutes until lightly browned on the edges. Place cookies on cooling rack until completely cool.
If you want to use 2 baking sheets, shape dough into 1" balls and roll in sugar. Place dough balls 2 inches apart on a parchment lined baking sheet. Bake on upper and lower ⅓ oven rack2 for 10-12 minutes until lightly browned on the edges. Place cookies on cooling rack until completely cool.
